Cascading Style Sheets (CSS) is a style sheet language used to describe the presentation semantics (that is, the look and formatting) of a document written in a markup language. When CSS is appropriately applied you can make massive changes to aspects such as color, text-size, back-ground images and more. CSS works by attaching a single style sheet to every page of your website. When you make a change to the style sheet it also changes every page linked to the style sheet as well. Basically CSS enables you to make changes on a global scale instead of the pain staking task of updating each page individually.
